Renting a car if you are under 25 years old in China often depends on the rental company you choose. Some outlets apply a surcharge for young customers between 21 and 24 years old, however others may not apply any extra costs for this age range. Make sure you understand the terms and conditions of your chosen rental company to avoid any nasty surprises at the rental desk.
